Bagyong Labuyo is expected to be at 100 km Southwest of Laoag City by Monday evening and at 470 km Northwest of Laoag City, outside the Philippine Area of Responsibility, by Tuesday night.
Public Storm Warning Signals (PSWS) have been hoisted over the following areas:
PSWS #3 (Winds of 101-185kph is expected in at least 18 hrs): Cagayan, Isabela, Aurora, Pollillo Island, Nueva Ecija, Nueva Vizcaya, Benguet, Quirino, Abra, Ifugao, Mt. Province, Kalinga, Apayao, Ilocos Norte, Ilocos Sur, La Union and Pangasinan;
PSWS # 2 (Winds of 61-100kph is expected in at least 24 hrs): Northern Quezon, Rizal, Bulacan, Pampanga, Tarlac, Zambales and Calayan and Babuyan Group of Islands; and
PSWS # 1 (Winds of 45-60 kph is expected within the next 36 hours): Batanes, Bataan, Cavite, Batangas, Laguna, Rest of Quezon, Camarines Norte, Camarines Sur, Catanduanes and Metro Manila.
According to the PAGASA, Bagyong Labuyo will yield an estimated rainfall amount of 10–25 mm per hour (heavy-intense) within its 600 km diameter.
"Residents in low lying and mountainous areas under signal #3, #2 & #1 are alerted against possible flashfloods and landslides," it said. "Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges."
It added that Bagyong Labuyo will enhance the Southwest Monsoon which will bring moderate to occasionally heavy rains over Southern Luzon and Western Visayas.
"Fishermen especially those using small seacrafts are advised not to venture out into the western and southern seaboards of Southern Luzon and the eastern and western seaboards of Visayas due to big waves generated by Typhoon 'Labuyo,'" PAGASA further stated.
